Habitacion Certificate

We are hoping to downsize our villa shortly. As it is an "original" villa dating back to when Justo Quesada started the complex, there is very little paperwork, and we have been informed that we will not be able to sell it unless we obtain a Habitacion Certificate from the Ayuntamiento.
We went there and was given a list of paperwork we had to copy and submit to them, which we are in the process of obtaining, but now we have been advised that we need a surveyor to look at the Escritura and assess if any alterations/improvements have been made which have not been added to the Escritura since it was last updated (which was when we purchased the villa). Can anyone advise us exactly what papers are required, so that we do not have another fruitless visit to the Ayuntamiento. Thank you in advance.
