You have moved from Andalucia to Valencia and have not yet realised that Spain is not one country? It is not even a Federation of States. It is 17 separate regions who govern themselves. They have their own rules, their own parliaments, their own health regulations and, in some cases, their own police forces.
Moving from one part of the peninsular to the other is not like moving from Kent to Surrey, it is like moving from France to Germany except they all speak (loosely speaking) the same language. They have a common defence and border strategy but, apart from that, nothing else that is very much in common.
If you die in Andalucia, your widow pays a fortune in inheritance tax whereas in Valencia she'll pay virtually nothing.
Go 20k down the road to Murcia and you'll pay 7% transfer tax when buying a property but, here in Valencia, you'll pay 10% but go to Madrid and it's only 6%.
