I have signed up to receive regular updates from gov.uk in the event of any changes.

Yep, I also get the email alerts. Having had the 'hot potato' of last-minute panicking to get Residencia, the significantly increased likelihood of a 'No Deal' Brexit, means people living here need to get their driving licence exchanges done asap, if they don't want to have to take a Spanish driving test. It's all in these www.gov.uk updates - amazing how many people I meete that don't know anything about this website, let alone having signed up for the alerts. :|

probably because a lot of expat pensioners etc don't own a laptop or a magic phone that does everything, and are technical minded to work one, not everyone owns a mobile phone, why do people think they do?

I'm not a pensioner, but my Mum and Dad, 88 and 91 respectively, and my father-in-law, also 91, all have mobile phones My father-in-law wouldn't be without his PC for surfing the net and sending emails, but only because he says the keyboard is too small for him to use his smartphone instead.
