Well a friend of mine from New Zealand ( non eu citizen )rented a property up near the top of the old airport road 3 years ago...He was screened by the police as that area is in a military zone.

I'm aware of the mast, but I'm sure that Quesada is not affected by the military zone laws when it comes to house purchase. I guess some non-EU citizens have to be vetted for visa purposes etc when staying for a longer period of time. Some have to have an invitation letter to come at all, but I wouldn't know the circumstances of your friend.

That was a decree by Franco just before he died, think it was brought in roughly 1975, but never really acted on, I remember reading about it when I bought my place in Playa Flamenca in 2004, even my Fiscal had to check it, don't really think it's anything to worry about, hopefully we would not be dumb enough to wage war on each other.
