I saw the start of a message about the Vestry on my email, but cannot find it on my unread posts. Just wondering what it's about

HELP Please! My neighbour is registered on this website but has forgotten his user name. If he tries to reregister it comes up that his e-mail is already registered and won't go any further.
Any ideas anyone?
