Before you commit to a new heater - Is it all the taps - or just one ?
Check the little filter on the spout of the affected tap - just unscrew with a set of grips or pliers.
Mine were choked with limescale.
Replace or soak in lemon juice...or is it vinegar (?) overnight, to dissolve it.

Lemon juice and vinegar are both, great, cheap de-scalers.

all of the tap has lost pressure but I will try the filter

if you go the new boiler route,get a qualified plumber to fit it, Spanish registered, not a unregistered chancer,who says hes a plumber,
