Information on traffic fines in Spain.

Speeding, parking in the wrong place, not having the necessary paper work in the car
(which includes non-residents and holiday-makers), all carry traffic fines in Spain.
Apparently, if the fine is paid within a certain amount of time then only half of the total amount is payable. This makes quite a difference if you are talking about paying 60€ rather than 120€.
Fines can be received in different ways including speed cameras (as in the UK) and directly by police officers who can stop and check any car at any time.
With a police fine, you are supposed to be able to choose whether to pay on the spot or can take the ticket and pay at a local post office or certain banks. You can also pay by phone or use the "Dirección General de Tráfico" website to pay by credit or debit card.
