I got some respond from my lawyer. She was not aware of those changes since they are very recent one. She said:
you must to go to the “Guardia Civil” to finalize the management of the touristic license, but I understand that for Tax purposes you will need to have the guest names and identification number to fullfill the necessary declarations. I assume they should give you the plate with your license their.
I think we can get more information from Guardia Civil. Can some one go their and find out? I will be in Quesada only in September.

Thanks for the info Lana. Still somewhat confused :?.

I am over at the end of June for 12 days so if no-one has been to Guardia Civil before this I will go and at least find out what their take on this regulation is. I presume I will need to take an interpreter as my Spanish is very limited.

It is very confusing and I will not be surprised that police might not be aware of this new rules...
I will be posting all information that I will find out about this new rules here. Hopefully we can get some clarity soon...

I agree that the police probably arent aware of these rules. It seems an awful of unneccessary work both for home owners and the police.

I have contacted Spanish Solution since they posted article about those new rules.
They said:
Then when you start renting out your apartment you must report the visitors' personal data to the Police. Is needed to go to the nearest Police station to get user and password to access on line to fill in a list with this data.
We need the following documents:

- copy of your NIE and passport
- copy of your title deeds or "Nota simple" from the Land Registry (one of them)
- application form
You would have to go twice to Police Station: 1. to provide all the documents. 2. to collect user ID and password.
Looks like the sign with your license number you can do it by yourself just to meet the criteria for size and should be the same as on the picture.
