can anyone reccomend a local boiler maintenance engineer to service a Tifel oil fired boiler .

Try David Hudson on 634286590. I have used him rwice this month, first for the boiler and later for a faulty toilet. He came almost immediately and was very good. He even checked the AC which we thought was faulty at no extra charge.
Can't fault him.
