your attempt to reunite this card with its owner is admirable, but if they don't report it, and just collect it from you, and just carry on as if nothing has happened, only to find out later on it has been used fraudulently by someone else, would mean the they get no refund / protection from the bank.
so, just do the decent thing, destroy it by cutting through the chip, that way no one gets to abuse it, simple. the owner will no doubt realise its lost, maybe has already notified the bank and had it deactivated by now anyway. if I lost a card, this forum would most definitely NOT be the first place I look for it.
