Buying Cepsa gas bottle

Morning everyone,
I am very new in the area and confused about getting/buying gas bottles. One says I need to buy it properly and get a certificate and other says I can buy second hand!
What is the consequence of buying a second hand and not have a certificate?
And if I want to buy a brand new where in Quesada can I buy it since I don't have a car?
Many thanks

Been here 14 years got a licence for gas but never once asked for it. As long as you have a empty bottle to swap thats why you see lots on here asking for a empty silver or orange bottle. Just saves you a few euros about 40 if a remember just look for a empty bottle been sold and swap it for a new one.Depends on where you are best place to get one most garages and some s.markets sell them but they are heavy full and need transport i think.

Both the repsol and cepsa trucks go around Dona pepa on a Wednesday and if you leave outside with address attached will bring to your door
