Refuse collection charges on long term rental

Hi after some advice on the Suma refuse collection charge I have just paid. We are in a long term rental property now into our second year and I was wondering what the law is on the recent change on how the refuse charge is made and who is responsible tenant or landlord. I know the landlord is responsible for the general Suma charge but the rubbish collection used to be in with water charge that is the tenants responsibility.
Any advice gratefully received

I believe all normal refuse is responsibility of the tenant, unless stated otherwise, of course you should check your rental agreement.

The tenant along with water and electricity charges.

If your contract says nothing about taxes the owner pays the taxes. The same about comunity.

It is normal for the owner to pay community fees not the tenant.

Until last year, the rubbish collection was included in the water rates in this area. The tenant is responsible for the water. Just because they've changed the system would still make the tenant liable surely?
It's like saying the owner will pay the contracted power charge for electricity and the tenant pays just for the electricity. Doesn't work.
And, yes, the owner pays the IBI and the community fees.
