Bobbly interior walls?

Hi peoples
Can any of you wonderful people tell me the best way to flatten the "bobbly" interior walls that seem to be the norm here in Spain,

You could buy insulating panels and have them put on the walls

Depending on how thick the bobbly stuff is, and how well or badly it’s been applied, or even how much of it is flaking off already, you might manage to scrape it off. If not possible then you’d have it sand it down partly to provide a key surface and then replaster it to what ever surface you want. Probably a costly job.

Its a bit like wood chip paper but its not!

It's applied by machine which sprays a plastic substance on the wall trapping air bubbles.. Skimming it probably gives you problems if bubbles collapse causing cracks/flaking at a later date.. Scraping off 1st and then skimming is best bet but horrid job.. Most of us learn to live with it..

I'm doing exactly that job right now. I just removed any loose or blown bobbly stuff then painted over with Unibond to create a sticky surface, then skimmed over. No problems with any of the new plaster coming off. Yes it's tedious work but we'll worth the effort!

I'm just removing some and the surface underneath is pretty good.
Will I be able to simply paint the walls when I am done scraping?
