I have never seen any value in repos in Spain. They seem comparable prices to non-repo properties, only with kitchen units usually stripped and a lot more aggravation in the purchase process (which is already convoluted enough).

By "cash" they mean "not a mortgage". We were "cash buyers" but didn't expect to hand over bank notes! We could prove the transfer from bank to bank but that was not sufficient proof of cleanliness. We were required to prove how the money got into the other bank - which we can't do because it was an accumulation of savings.
