Did the bank give you an electronic key? It comes in an envelope like the one you get your PIN and you have to enter the number given on that as an access key.
There is a box saying "I do not have access code" and if you click on that it should take you to a screen where you can obtain one.
In my case I simply enter the PIN from my card but I've had the account since before they started issuing the access keys.
