I have just come back from Lo Maribou health centre for my blood test and the person in charge, calling out names and handing you the sheet of labels was saying as well as your SIP card you now needed photo identification (driving license or passport), She said it is a new rule??? Is this actually a new thing as it has never happened to me before, or was she having a bad day?

Not a new rule it always has been the case that you needed proof of ID but most Saluds have not enforced it It's the same at San Miguel

This rule has been in force for quite some time in San Luis so it is not a new law or rule.
