A friend of mine is thinking of getting a gas barbecue. Does anyone know if he needs to get a certificate for the first bottle and if so where does he get it from ?

Thought you didn't need them for BBQ's but you can normally buy an empty one off this forum or another one and then take it to any garage that sell that make Repsol or Cepsa and pay for a filled one

Just look on here, quite a few gas bottles come up for sale at about 10 euro. You can then take it to a supplier and exchange it for a full one.
Licences and inspections are not necessary for portable equipment like BBQs and gas fires.
Just check the date on the hose and make sure you change it when due (after about 5 years) and the regulator as well.
