Replacing water supply pipes in a community.

Water supplies in our community run through community roads and some roads that are not community. We are having to face an enormous bill for replacements. All roads not just community ones. Our thoughts are that we as owners are only responsible for pipes leading from the meter to houses or from front of property to house. I can understand charges for community roads but surely other roads do not belong to the community therefore charges should be from the owners, is this the Ayuntamiento. We have also been told that the insurance will not pay out as the community has reached their limit of costs.

My understanding as a community president is the the community is responsible for community Calle's and TV,phone etc under them as well as weed control re surfacing etc. Main roads are responsibility of the council
