This came up in a recent topic and the recommendations were Santa Pola or Torrevieja. Here's the thread:

Guardamar beach is often quiet and calm.. but there are rip currents out there and people have died..

Nothing wrong with the beach and the sea there... just be aware...

We are very sensible and most definitely
Would take notice of the flags. Thank you for caring though.

We have a young person with us that cannot
Get water in her ears for medical reasons and due to the
Waves at that beach she is unable to go in the water. Which is why we were trying to find a calmer sea.

Thank you all for your help.

The little bay at La Mata beside barlovento restaurant is lovely sheltered and calm. Cala Cabo Cevera

The calmest beach in the area is Playa Acequion in Torrevieja. I don't think there are any noticeable waves there, always calm and very child friendly.

We (2 adults & 2 kids) were regulars to Guardamar beach as it is our local, though with red flags on quite a few days over the summer and the 7 euro + per day parking charges we decided to start using that 7 euro to fuel up and find an alternative or two. These now come in the shape of Santa Pola with little to no waves and free sea front parking, or our new favourite at Elche, again with free parking, literally on the beach, and when you get bored of the waves you can sit back and watch aeroplanes come and go, lol.
