In the majority of communal pools are kids inflatable toys allowed?

Not in ours, only arm bands and small rubber rings.

Not in ours either, only allowed if they’re swimming aids.

No, there are probably no community pools where inflatables like lilos are allowed as they can be a nuisance to others in the pool and can be dangerous if the pool is crowded and someone could be trapped under and not be seen.

As said above usually only arm bands, rubber rings and other swimming aids are acceptable.

Same in ours,heaven forbid kids should be allowed to enjoy themslves.

Community rules here state no inflatables. Arm bands or small rings are acceptable.
Not trying to spoil people's fun but there was a case in the Costa del Sol where a young lad died as the lifeguard couldn't see him with all the Lilos in the way.
Plus people tend to tear the proverbial out of it. Had to point out the clearly marked "no inflatable" rule to one girl with an airbed as big as a king sized bed and took up a load of space. Then you get those who think it's fun to jump on them from the side and go skidding off all over the place.
Not a legal rule but if it's put into the community rules then it is legal.

We allow inflatables in our pool, but our community has 3 pools, and our rule is if you are in the big pool with a lilo or similar and someone wants to swim, then you move i to the middle pool. Our smallest pool is for babies and toddlers.

Total agree Kids should be allowed to enjoy them selfs provided they supervised by an adult what harm are they doing provided the pool isn't too busy.

The problem probably isnt with young kids but more likely to be with older teens and young 20's IMO. I doubt they would take much notice of younger children around them.

And as most community pools don't have a lifeguard it needs to have rules that covers everyone, even ones like ours in a small community and is rarely crowded.
