No messing I have lived in Spain for 11 years and the Bank automatically pays my SUMA each year .I contacted the Suma office and they take out my Tax each year .

I believe the OP is asking about Non Resident Tax, not IBI (which is collected by SUMA). The cheapest help I've found for non-res tax returns is:

www.spanishtaxforms.co.uk

They charge £29.95 per tax return - I found them to be very efficient.
