You don’t get a new number, but Trafico need to have proof of your current address by virtue of an updated certificate. We got ours in Elche, I don’t think we had an appointment ,it’s a take a number system,(check that) but get there early as there are always a lot of people.
But the NIE certificate doesn't have your address on it, and if you were issued one before they had the moment of madness with the 3 month expiry thing then you could happily use one that was 10 years old.
A recent Padron, or if like me you aren't on the Padron because you aren't resident, then a copy of your house deeds or rental agreement can be used as proof of address.
Actually for me, because I already owned a car in Spain when I bought my new(er) one, my current vehicle documents were sufficient because I was already in the Trafico system.
