I think you might have the procedure wrong. When I did mine in 2016 it was a technical inspection first (by a company near Torrevieja ITV). Next was the ITV test, a more specialised test for imported vehicles.
Then we had to go to Trafico in Alicante. the SUMA office to pay the road tax, and the bank to pay some duty. Finally the plates were made up while we waited in a small shop in Alicante. All on the same morning but not necessarily in the order.
Last but not least the insurance has to be cancelled and a new policy taken out.
