Depending how you look at it, seller decides what he wants for property, buyer puts offer in ,buyer decides if he accepts and agents get paid from proceeds. So would say seller.

Yes the seller pays the fees which ranges from 3-6% (depending on which agent you choose) of the selling price of the property. This new agent has a fixed fee of €1000!!!
