Returning to the uk (flights)

Just a quick question , a friend of mine is looking to return to the uk now they are unsure if the process is still the same or if you need to list every item in your cases they would be flying with 4 cases .

the same as what? I have never heard of having to list items. I have been travelling abroad since the early 1970s,all I remember us walking past rows of fixed tables with customs officers behind them they indicated the person and their luggage. The case was opened and items taken out whilst lining if case was inspected. Ensure only one persons belonging are in the case, I was once pulled over and in my case was some of my nephew’s belongings, they instantly questioned me about these, I said the lad had walked through with his mum and dad.

from memory check-in baggage is unmanifested but x rayed before loading but excess baggage has to be declared but only as (for instance) personal effects
actually forget that I'm sure last time I checked in on BA I had 2 bags allowance but it asked if I wanted to purchase more so things might have changed since I was in the game.
