HI...EU countries hold primary responsibility for organising and delivering Health services and Medical care. EU health policy therefore serves to complement national policies etc etc. In this case I would imagine that as the EU agreed to fight Covid as a collective then Spain out of collective responsibility deemed it correct to discuss with partners any changes it may make as a Sovereign State to an agreed method of fighting Covid. It is called Good politics is it not. Or would you prefer the Johnson approach to politics. Just my thoughts.

I believe the signs are by March we will see a different perspective on the disease and restrictions being lifted across the EU and everybody back in their workplace. Masks will disappear and Covid Certs will only be required for International travel. I don't see designated roped off sections on the beaches this year in Spain. Austria is now introducing mandatory vaccinations. Only 70% of Austrians are fully vaccinated. The Scientists told us from the start of the Covid-19 outbreak that the vaccines were the key. We now know the vaccines work and they are the path back to normal living.
