Tie card after moving to UK

My friend Ian is resident in Spain. After an accident in august 2023 he is moved to his family in UK. He will not coming back to Spain.
What steps are needed? What to do with his Tie card?

Get him to cancel his residency straight away. He may decide, in the future, to return and questions could be asked as to tax liabilities.

Bit late now, and there are many stories where people say they won't be returning but change their minds after a few years, but download an EX18 and tick the Baja por Cese box. I would suggest either taking the forms and TIE to a Spanish consulate in Spain or, at the very least, sending them to the National Police Station where he registered in the first place.

The Modelo 030 is for advising the tax office AEAT of your "cambio de domicilio Fiscal".
I find itimpossible to find an actual downloadable copy of the different Forms on the AEAT site nowadays.
