to pay for the upkeep of the community it is a charge on all owners pf property on the community .

soes it include street lighting, they have just moved into Capri urn and no street lights are working.

I presume you mean by street lighting out on the public street. If it is within the Community then they tell the Administrator or the President. If it is the public street lighting they can get on to the Administrator of the Community to inform the Ayuntamiento or they can contact the Ayuntamiento themselves.

Some people feel they are above others - I guess it's human nature.

Fortunately a few of the worst seem to have disappeared over the last few weeks.
