Balustrade painting advice needed

Hi, I have read many posts on this subject which have changed over the years so just wanted to see what the latest thoughts are.
My latest thinking is to lightly sand, paint with PVA / water mix. Allow to dry then paint with white acrylic paint.

Is this the latest and best advice to keep a nice white finish that will not need doing every year?

If so, any advice on best places to get the PVA and white acrylic paint and an approx price I would be looking would be greatly appreciated

Make sure it's dry
Wouldn't do it yet as the concrete could be damp and it'll bubble

We just had our solarium done which it’s was much warmer- it’s very large area and Tim took 2 days 08.30 start. This included sanding down and paint (we did wash, the area a day prior), he puts dust sheets everywhere, no drips etc. fantastic job, great price. Known Tim for years.

Brochacolor, next to Lumsdens. I used the Jotun paint. It isn't the cheapest, but goes on very well, looks stunning, and lasts for ever.
