Applying for NIE number in Torrevieja - supporting documents

My partner is applying for an NIE number as we think it will be helpful for him to have in advance for opening a Spanish bank account or buying a car. He is the beneficiary in my Spanish will and would also need the number if anything happened to me.
It seems he needs to provide a supporting document, possibly a notarised letter, to justify his need for the NIE number.
What would be an acceptable document? Any suggestions?
