No it isn't. It's the car that's insured in Spain, not the driver so whatever cover is taken out will be still be the same. Be aware that that means your insurance won't cover you to drive someone else's car, the owner of the car's insurance is what covers you.
The only restrictions are on age which is over 25 and held a licence for over 2 years (anyone under 25 or with a licence held less than that must be named). I hadn't actually heard about the over 70 rule.
And the letter giving permission for someone to drive has nothing to do with your insurance company provided the person meets the age restrictions. It is for the police so that they know it hasn't been stolen.
