Transfer ownership - lost log book

how do i go about having the ownership changed from me to the new owner of a scooter i sold, and to which i have lost the log book?
the new owner has agreed to pay the fee and do the paperwork, but says that without the green slip he cant do anything, and that need to go to traffico and report the log book as lost.
is this correct?
