So...visited the dealership today...and they want...

NIE;
Passport;
Padron;
International Driving Licence.

That would mean no-one in Torrevieja, Orihuela, Alicante etc who is not a resident could not buy a car.
The dealer will probably lose quite a few sales as many places will not, correctly, issue a padron to non-residents.
Simply proof of address.
And if you are from UK then an International Driving Permit is not required in Spain, simply an EU (in this case UK) driving licence. Unless something got lost in translation.

Go somewhere else.

We did check with Guardamar Ayuntamiento, who replied with the following (spelling as-was!):

"Hello, Yes you should be on the padrón in order to purchase a vehicle in Spain. You should also have an NIE and sometimes they can ask for an international drivers liscense.
For the padrón you will need a passport and fotocopy, NIE and fotocopy and the deeds or rental contract of your residence
"

You definitely do NOT need to be on the Padron to purchase a new car. If you are non resident you should not really be on the Padron anyway . . . I know local authorities like to get you on to get funding but the National Authorities do not allow it, in fact some local authorities have been fined for doing so.
To purchase a new vehicle as non resident you need NIE, passport and proof of address, preferably Deeds etc. and Insurance document at time of picking up or they wont let you take it. Proof of address is required as the dealer has to register the vehicle with Town Hall for Tax purposes via Suma (road tax equivalent). Suma is covered on purchase for the year up to 1st Jan of the next year, but you are then liable for the tax going forward usually payable around May/June. As a non resident its best to go to your local council/Suma office before end of March to give Direct Debit details so it can be taken automatically and you don't miss it due to not being there and incurring penalties.

We recently bought a new car from Kia torrevieja. We needed NIE, passport, title deeds, uk driving liscence. We weren’t on the padron.
