Overstay in Schengen Area

I have just read that in an edition of "The Connexion" newspaper dated Dec.21st that the fine for overstaying 90 days could be 198€ which is double the price of a long term visa at 99€.It seems that we can apply for an extension for a max .of 180 days called an "Autorisation Provisoire de Sejour."
The paper also explained how an Englishwoman resident of France was also fined for having entry stamps into her passport despite being a resident.
Spain instead of France? Who knows?

QUESTION
The “fined for having entry stamps” seems to contradict instructions that residents have received from border entry officials recently?

Our friends have just had a 600 euro fine and a 3 month travel ban for being a few days over the 90 :0(
