Mercadona or buy a plant in Lidl, they often have them and grow it in a pot, it goes mad and is so easy to keep as long as you water it

If you just want a small bagful then Aldi stock it with the vegetables in the display cabinets alongside the fresh herbs

Most of the supermarkets sell hierbabuena in packs. Consum, Mercadona definitely.
Or, as said, get them from the garden centres and pick what you want.

If you do go the plant way don't plant it in the garden. It spreads like crazy and pops up here, there and everywhere. Just repot it in a larger pot.

As mojito fans we often found it hard to get in supermarkets so bought a pot in a garden centre. As Chrisdee says, grows well and its useful to have a ready supply on the window sill.
