When mum went to the hospital, Torrevieja, they told her she needed them and to go to a.shop.

My husband had his ears tested in TORREVIEJA hospital, he was sent by his doctor , did the test and told him he needed aids but he had to buy them himself. This was maybe ten years ago perhaps it has changed.
