Your UK disability badge can be used in Spain. It is an EU wide document. Just be careful that, if you park in a disabled spot, there is not a registration number on it as that is for that car only.
Not sure but I think you can only apply for a "vado permanente" if you have a dropped kerb leading to a garage. They cost about 120 euro a year and the police can tow away anything (including your car) if the entrance to the garage is blocked.

Vado Pemanente rules vary according to where you live. We pay 30 eur a year in Quesada, and yes we have a dropped kerb at our driveway but no garage. Your local town hall will give you the infomation you need.

Meant to say to a garage or driveway. The Vado Permanente gives you the right to cross the pavement at that point

So saying, I noticed today that there is yellow marked space up the road with a disabled sign inside it and it doesn't have a dropped kerb. I didn't notice if it had a registration on it or if it was available for any disabled badge holder.
